It is God trying to bring us into a right relationship with Him. It's what we do with that voice that ultimately decides our path in life. I also feel that this is what differentiates Christianity from all other religions God's still, small voice. If a person obeys that voice, comes into a right relationship with God, then that person can have a much easier time ditinguishing between the two. That's a really good question, by the way.
